Add stablecoin_blacklist_events for USDT/USDC/PYUSD blacklist events

Description:

Implements the spell proposed in #9063.

• Adds stablecoin_blacklist_events model to daily_spellbook
• Unifies blacklist / unblacklist / destroy events for USDT, USDC, PYUSD on Ethereum and Arbitrum
• Adds schema.yml with column descriptions and a uniqueness test on (blockchain, tx_hash, event_type, address)
