새로운 EgovMenuHeader 컴포넌트를 도입해 페이지 전반의 제목 표시 방식을 통합했습니다.
중복되던 코드들을 이 컴포넌트로 치환하여 일관성 있는 UI를 유지하면서도 중복을 줄여 유지보수성을 개선했습니다.
