I've corrected:

  • Landline numbers in Portugal

The use of the "2" prefix for landline phone numbers in Portugal has been in place since the country adopted its current nine-digit numbering plan in 1999.

Actually I think it is possible to have a phone number started by 3 (nomad numbers), some of the smaller telephone companies provide that.

Nevertheless, I think some combinations on the 3 first numbers are not possible:

e.g. 2[3-9]0 is never possible

Altought i only modify 1 file "phone/pt_pt.ex" i think the mix format changed other files.
