We can't drop the `wheel~=0.31.1` pin because we rely in prsense of the interna `wheel.archive' that got removed in v0.32.0. If we were to replace `wheel` with `build` and its `ProjectBuilder` class we would have to drop support for pre PEP-517, 'setup.py`-based projects.
