Hackathon: Adding codeowners, teams, and file contributors

Adds three new query types:

Marking this as draft as it's a lot and still about rough around the edges. I'm also new to this repo so I might be doing something very wrong. Feel free to tell me this is just not a good idea haha.

If we do think it's something we'd like to support I think it might not be a bad idea to also put this behind a feature toggle in case we need to shut it off quickly.

Having this feature would be helpful for setting up team-focused dashboards and avoiding hardcoding teams or repositories in queries!
