The shultze app has non-trivial dependencies, and the issues app may well be useful without shultze. So this commit makes it possible (at a settings level) to break the dependency. In fact, it makes "not dependent" the default.
Used self instead.

A couple of unrelated code-quality fixes.
These fixes, together, also fix one of the tests which are currently failing.
