Added a new exporter that generates a problem.zip archive containing test data and a config.json file. This exporter has been successfully used in recent Quera contests.
Please note that Quera does not support Testlib, so the checkers used in TPS and Quera are different. As a result, custom checkers are not supported in this exporter.
