Bug #25310: Check modifiedTime to reload midi (no effect on caching system)

Resolves: #25310

• Added modifiedTime check to force reloading
• This is minimal fix that doesn't affect whole caching system

• I signed the CLA
• The title of the PR describes the problem it addresses
