When installing modules from CPAN to perls from 5.12 forward, modules should be installed to 'site_perl' rather than 'perl'. Cf. Perl/perl5#12722. This patch updates the INSTALLDIRS key-value pair per recommendation in Perl/perl5#12722 (comment).
