in test_settings, add clickhouse_server fixture

by using the clickhouse_server fixture, the tests wait until clickhouse has bootstrapped and no longer spam WARNING messages into the test output.

Yeah I think so, not sure if relevant considering that we don't use the deb packages for microservices and we're not updating the monolith code anyways
