STOR-2543: Enable auto-run for e2e-gcp-csi-volumeattributesclass and add VAC manifest support

Summary

This PR makes the e2e-gcp-csi-volumeattributesclass test run automatically and adds support for VolumeAttributesClass manifest

Changes

1. Enable Automatic Test Execution

• Removed always_run: false from test configuration for >= 4.21 branches
• Updated presubmit job to always_run: true

2. Add VolumeAttributesClass Manifest Support

• Added TEST_VOLUME_ATTRIBUTES_CLASS_MANIFEST environment variable
• Copying volumeattributesclass.yaml from openshift/gcp-pd-csi-driver-operator repository to ${SHARED_DIR} so it's available for openshift-tests

Reason: skip [k8s.io/[email protected]/test/e2e/storage/external/external.go:440]: Driver "pd.csi.storage.gke.io" has no configured VolumeAttributesClass - skipping
