Combine 2 `sdy.all_to_all`s into one if - The second a2a is the only user of the first. - The parameters of the two do not have overlapping dimensions. More complicated cases such as chained all-to-alls will be handled in follow-up cls. PiperOrigin-RevId: 756005158
