Specify platform=linux/amd64

Details

With the original command, I saw the following error:

ERROR: failed to build: failed to solve: process "/bin/sh -c pip install --no-cache-dir xprof==${XPROF_VERSION}" did not complete successfully: exit code: 1

And, on inspection, this was because by default this was using manylinux-aarch64, but the wheels on pypi are only built for manylinux-x86_64.

The docker build works as expected with the platform option, hence this update.
