Explanation

Fixes part of #5571

Currently, the single feature flag EXTRA_TOPICS_TAB_UI controls the visibility of both the Info and Practice tabs on Topic screens. However, #5571 requires enabling only the Practice tab, which is not possible with the current setup.

This PR introduces two separate feature flags (TOPIC_INFO_TAB & TOPIC_PRACTICE_TAB) to independently control the visibility of the Info and Practice tabs. Additionally, it enables the Practice tab specifically for Alpha builds.

Hey @adhiamboperes, please review the gating logic using the two feature flags. Once confirmed, I will proceed with implementing the ability to enable or disable practice questions on a per-topic basis.

I actually don't think this constatnts file is being used anymore since we moved to using feature_flags.textproto. PTAL.

Tried removing these changes, but seems like the annotations are still needed.
