Add partitions.conf and contents.xml.in for IQ-8275-EVK (aka Monaco EVK, was RB4) booting from eMMC. Approach to create these is discussed in the related issue. Fixes: qualcomm-linux#62. Signed-off-by: Loïc Minier <loic.minier@oss.qualcomm.com>
