Community Prom Charts has a method to generate dashboards however it uses python and has odd system requirements. As such our team has never been able to get around situations where running this ourself could be helpful. This PR adds the ability to generate dashboards and rules outside of the upstreams python based system.
Honestly, this PR could be merged into our tool if cleaned up, HOWEVER it may make even more sense to create a standalone golang tool out of this code. This way we could potentially even just submit this to Prom Community to replace the python script there.
