This adds a dev-tier
docker-compose.yaml(along with instructions) for running a dev instance of Wikijump. This is intended as a way to easily host a dev instance using docker-compose. I also add some other infra-related documentation.I ran the build locally, it's a bit painfully slow (due to being a release build) but I think things work, provided Postgres and S3 are provided.
