This adds a site-wide setting for the license, which comes from a set of values determined in code. A database migration and code change would be needed to add one.
If in the future we find custom licenses are required, we can implement that then. Same for per-category license overrides. For simplicity now, I am leaving the implementation with these restrictions.
I have created a new localization directory for license names. The licensing information in the footer also will now have the link to the license's information page online.
