NOTE - This release does not contain any new content

It is our first "official" package built after the security-content project was upgraded to use SPEC 3.0. You can see the new schemas under the spec folder. Changing schema for our content entails changing how we generate the ESCU package, our API and many other components which is why we decided to release a built that does not introduce any new content but instead incorporates all these changes.
