Add Feature request and Custom issue templates. When I attempted to create a new issue, the only available template was the "Bug report" template. After selecting "Choose a different template", no other templates were listed.
Because there was already a bug-form.yml that created a bug report template

What does this PR do?
Adds
Feature RequestandCustom Issueissue templates (currently only aBug Reporttemplate is available).See here (on my fork) what the new issue template options will be.
Problem
When I attempted to create a new issue, the only available template was the "Bug report" template. After selecting "Choose a different template", no other templates were listed.

I tested the settings on the
mainbranch of my forked repo.
