At the time of submission, this branch contains DiscordantCluster fixes that get svaba run to work more consistently (had previously been crashing due to region width assertions). I would also like to move other fixes into this branch that are necessary to fully incorporate SvABA into our characterization pipeline (namely, conversion from bps to vcf).
