Add Docker Config

Hi,

I've added a docker file. I'm aware that there was an effort to do this before but this is the config I used and found it was quite effective. To run you simply volume mount the input and output directories:

sudo docker run -v ./arm64-v8a/:/arm64-v8a/ -v ./outdir/:/outdir/ -t blutter:latest python3 blutter.py /arm64-v8a /outdir
